What this service handles
This is the movement that fixes the oldest problem in chauffeured transportation: the luggage stop. A car collects a party, drives to the hotel, waits while the bags are checked in, and only then goes on to the actual destination — and the next passenger waits for a vehicle that is stationary outside a hotel.
Booking the luggage as its own movement removes the stop entirely. The bags are collected at the airport, tagged and scanned, and delivered to the hotel on a window of their own. The passenger's vehicle — if there is one — goes straight where it is going.
It works just as well with no passenger vehicle at all. Plenty of travellers take a rideshare or the train into the city and simply do not want to take four suitcases with them.

Questions
Do I have to be there when the bags are collected?
For an airport collection, yes — somebody has to release the bags, and the proof of pickup records who did. After that the passenger is free to go.
What if my room is not ready?
The bags are held under custody until the window you chose. Delivery is timed against the room rather than against the flight, which is the whole point of separating them.
Can a limousine company book this for its own client?
Yes, and it is one of the more common uses. The operator keeps the passenger movement, and the luggage stop that used to hold their vehicle at a hotel becomes our movement instead.
